Staff raise a request for money, an authorised person approves the full or a smaller amount, the cashier issues it, and the bill closes it. Until the bill comes back the advance sits against the person's name, so the school always knows who is holding its money.

Why is an issued advance not showing as an expense yet?
Because it is not spent yet. It becomes an expense when the bill is settled; until then it is a receivable against the person.
